ECC/HERS Rater Diagnostic Testing & Field Verification

The California Energy Commission is re-naming the Home Energy Rating System to avoid the confusion between HERS Raters and HERS Auditors. Effective January 1, 2026, the FV&DT provisions are administered under the Energy Code Compliance (ECC) Program and appear in Title 24, Part 6 and the administrative regulations in Title 24, Part 1. to further separate the two. HERS Raters will now be called ECC Raters or ECC Technicians, ECC stands for Energy Code Compliance.
