Title 24 2025 California: What Contractors Need to Know

California’s 2025 Title 24 energy code is now in effect. If you have a permitted project, here is what you need to know.

Title 24 Part 6 is California’s energy code, updated every three years by the California Energy Commission. The 2025 edition replaces the HERS Program with the new ECC Program. HERS Raters are now called ECC Raters, and all compliance documents use ECC terminology.

Under 2025 Title 24 California energy requirements, permitted projects that trigger field verification must use a certified ECC Rater. All compliance documentation is submitted to CHEERS, California’s only approved ECC Provider.
